Commissioning, Policy and Development Manager
Location - Kingston
Working Hours - Full-time
Contract Type - Permanent
Salary - £43,590 - £48,492 per annum

Kingston Council has an ambition to change its relationship with its communities; to be an Enabling Council. To do this it needs to reinvent itself and ensure that all its resources are used to best effect; rather than simply cutting costs and making savings. To be successful we need to transform into a high performing networked organisation with a highly constructive culture where people truly flourish and reach their full potential. Becoming an enabling council is a key principle that runs through our organisational development and is embedded in everything we do.

About us
To help us achieve our ambitions we’ve set up a new Commissioning, Commercial and Contracts Department, a team that brings together these related skills to work together more effectively. The team will enable us to focus our resources on delivering the Council’s priorities in the most effective and efficient way, develop new partnerships and work in new ways.

We are an ambitious, forward thinking London Borough with a substantial growth and regeneration agenda. The ambition is matched by the recognition to preserve and enhance our historical buildings, parks and gardens; improve our association with the Thames; and continue to be one of the best shopping destinations to visit in the UK. Our offices are located in the town centre just a few steps from the ancient market, thriving town centre and the waterfront.

We offer the chance to join a forward thinking organisation that is committed to transforming its business and improving outcomes for residents and driving improved value for money. We have a modern working environment for our staff allowing you to work flexibly whilst on the move from your mobile or Chromebook, and at home following the introduction of Google Mail and Apps which have acted as a key enabler for collaborative and streamlined working.

About the role
The role reports directly to the Corporate Head of Service for Commissioning and Procurement and is responsible for driving innovative commissioning practices that deliver social value for Kingston's communities and support the development of an 'enterprising' culture across the Council. You will develop effective networks, internal and external to the Council, to lead on the design and implementation of the key Council's policy including sourcing policies, social value, modern slavery and ethical sourcing. RBK is a Living Wage Employer, recently accredited by the Living Wage Foundation, so there is an expectation to continue building on our success and support providers who have made future commitments, as well as our local businesses, to become Living Wage employers. You will also identify opportunities to do things differently and support organisation's continuous improvements.

About you
We are looking for someone with experience and a proven track record of achievement in commissioning, policy development and transformational programmes in local government with strong leadership skills, modelling a performance culture and constructively building achievement, confidence and skills in others.
You will be someone who can work successfully with key stakeholders including Members, residents, businesses, communities, partner organisations and other public services to achieve better outcomes for our communities.
You will also have excellent knowledge of the end to end commissioning cycle with proven commercial skills and evidence of delivering significant efficiencies in a public sector organisation.

Ideally you will have a degree or relevant professional qualification, preferably Chartered Institute of Procurement and Supply (CIPS) - although we are willing to support staff through professional qualifications to become level 4 CIPS qualified, be politically astute and able to build high levels of credibility, and make an impact quickly.

Our offer to you
Situated in Zone 6, Kingston is among the best-connected town centres in London. We are just 12 miles from central London, with direct train links from Kingston and Surbiton stations to Clapham Junction and London Waterloo, as well as Wimbledon for an interchange with the London Underground, Tramlink and Thameslink trains. The borough also has a string of road links being located close to the A3 and with easy access to the M3 and M25.

Our offices are located in the town centre just a few steps from the ancient market, thriving town centre and riverside, offering a wide range of shops, restaurants and leisure facilities; all making for a desirable place to live, work and socialise.

You will also have access to a wide range of staff benefits, some of which include:
  • 29 days annual leave - in addition you will receive 8 statutory bank holidays
  • Local government pension scheme
  • Interest free season loan ticket
  • Car parking scheme
  • Cycle to work and Zip Car Scheme
  • Discounts on a range of local shops, restaurants, gyms and leisure centres
  • Comprehensive Learning and Development programme
  • A forward thinking and networked organisation where employee’s views are valued
  • Modern and flexible working environment allowing employees to benefit from agile working practices and technologies which enables streamlined, collaborative and flexible working.
