Commissioning Manager - Strategic Sourcing
Salary - RBK Grade J - £43,590 - £48,492 per annum
Location - Kingston
Working Hours - Full-time, 36 hours
Contract Type - Fixed term Contract for 12 months

At Kingston, we are passionate about our Royal Borough and want to be known as a Council that is an exemplar for citizen engagement. This is a new era for the Council, with a new Liberal Democrat administration in place, and we are redefining the relationships we have with our residents, community groups, businesses, voluntary sector, central government and other partners.

Kingston Council has an ambition to change its relationship with its communities; to be an Enabling Council. To do this it needs to reinvent itself and ensure that all its resources are used to best effect; rather than simply cutting costs and making savings. To be successful we need to transform into a high performing networked organisation with a highly constructive culture where people truly flourish and reach their full potential. Becoming an enabling council is a key principle that runs through our organisational development and is embedded in everything we do.

About us
To help us achieve our ambitions we’ve set up a new Commissioning, Commercial and Contracts Department, a team that brings together these related skills to work together more effectively. The team will enable us to focus our resources on delivering the Council’s priorities in the most effective and efficient way, develop new partnerships and work in new ways.

We are an ambitious, forward thinking London Borough with a substantial growth and regeneration agenda. The ambition is matched by the recognition to preserve and enhance our historical buildings, parks and gardens; improve our association with the Thames; and continue to be one of the best shopping destinations to visit in the UK. Our offices are located in the town centre just a few steps from the ancient market, thriving town centre and the waterfront.

We offer the chance to join a forward thinking organisation that is committed to transforming its business and improving outcomes for residents and driving improved value for money. We have a modern working environment for our staff allowing you to work flexibly whilst on the move from your mobile or Chromebook, and at home following the introduction of Google Mail and Apps which have acted as a key enabler for collaborative and streamlined working.

About the role
The role reports directly to the Corporate Head of Service for Commissioning and Procurement and is responsible for providing a professional and customer-focused service through the successful delivery of commissioning and commercial projects. The role will provide commissioning and procurement expertise across a number of categories within the corporate, communities and adults services, with the opportunity to develop a Business Partnering model with one of the Directorates. You will provide procurement leadership and build strong relationships with all stakeholders. You will develop and implement innovative approaches to supply arrangements that minimise costs and commercial risk, and deliver cashable savings, whilst at the same time enhancing the services the council provides through added social value.

About you
We are looking for someone with experience and a proven track record of achievement in commissioning and procurement focused services in local government with strong leadership skills, modelling a performance culture and constructively building achievement, confidence and skills in others.
You will be someone who can work successfully with key stakeholders including Members, residents, businesses, communities, partner organisations and other public services to achieve better outcomes for our communities.
You will have excellent knowledge of the end to end commissioning cycle with proven commercial skills and evidence of delivering significant efficiencies in a Public Sector organisation.

Ideally you will have a degree or relevant professional qualification, preferably Chartered Institute of Procurement and Supply (CIPS) - although we are willing to support staff through professional qualifications to become level 4 CIPS qualified, be politically astute and able to build high levels of credibility, and make an impact quickly.
